Testnet push annoucement for 09/23

Hi everyone,

We are trying to announce the next push early, as well as the breaking changes that are currently in-flight or pending review. This to give everyone a heads up to prepare and know what to expect.

On 09/23, we plan to push 0d681249, which includes the following breaking change:

  1. [breaking][vm][move stdlib] Use Errors module everywhere. Merge epilogue - https://github.com/libra/libra/pull/5876
