Hyperledger Aries offers a ledger-agnostic wallet. Aries is a spin off from the Hyperledger Indy project for verified credentials and self-sovereign identity. It would be good to reuse the tools built for other Hyperledger projects. Aries also has code for agents that would be good to consider using on Libra.
