You cannot purchase Libra at the moment until its released. At the moment its only the testnet running

The Libra coin would be available from the coin exchange websites, initially.
If the Libra Association gets some agreements with local financial entities, perhaps in the future we would be able to purchase Libra through typical foreign exchanges offices.
